The Norwegian Police Immigration Services (PU)

The Norwegian Police Immigration Services (PU) was in need of a new case management solution to replace a number of old systems that had inadequate functionality. In addition, they wanted a solution with a more open architecture, allowing easier integration with other systems.


Together with the Police Immigration Services, Computas developed UTSYS, a joint case management system covering all the major work processes in PU. The system has approx. 1000 daily users, covering needs such as registration of asylum seekers, establishing identity, stay at the immigration detention centre and possible deportation.

The users are provided with an overview of immigration matters within their respective areas of responsibility, and help in implementing procedures within given deadlines and priorities. The system coordinates the case process and collaboration across agency boundaries and organizational units. UTSYS is used by every police district in Norway.

The world's best case management system

In June 2014 PU and UTSYS won the award for Best Case Management system in police and justice at the prestigious award event Global Awards for Excellence in Adaptive Case Management in Washington, D.C.

User involvement

UTSYS is a dynamic and future-oriented IT system based on the Computas framework FrameSolutions. With UTSYS the users are given good decision support within a clear, but still adaptive and flexible framework.

To accomplish this, a high degree of user involvement has been very important and is a key success factor for the project. Before start-up, a thorough needs analysis and requirements specification was carried out in cooperation with actual users. These users have also been closely involved throughout the project, to identify new needs and to work together to find the best solutions.

The system has been user tested and quality checked in many rounds in development of the solution, implementation, and further improvement and development. Important criteria have been effective case handling and high quality, and that each case should be clarified on the right individual grounds.

Collaboration across the organization

UTSYS supports case management and follow-up across agency boundaries, where often a number of unpredictable factors are present. We therefore chose a blackboard approach, a virtual workboard, where information in each specific case can be edited and added in the system during the case process.

UTSYS is integrated with the database of the Norwegian Directorate of Immigration (UDI) and is developed in a way that facilitates further integration. This way double entries and isolated updates in other systems can be avoided, which also will improve data quality across agencies. This means that UTSYS has the opportunity to gather central information from other systems and present it in a simplified holistic form, which in itself will adapt for further efficiency and quality improvements in the future.
